To generate a link for your video, first, launch Google Drive on your computer and browse to your video file.

In the link above, m means minutes and s by seconds To specify the time, you will use h.
Access the link and you will see that Google Drive plays your video at the specified time. You can now share this link with other people so they can also watch your video at their chosen starting point. However, make sure you have given others access to your video.
